California Fines and Santions Kaiser on average pays the State
of California Department of Managed Health Care a little over
$1,000,000.00 per year in fines.
In comparison for the 7 years that DMHC has been in existence - : Aetna was ordered to pay - $ 385,375.00; Healthnet - $ 972,500.00; Blue Cross - [taking into consideration that 3 documents are missing and one was found misfiled in the Health Net section, so some data is missing] - $1,309,000.00; Blue Shield - [again some documents could not be located as indexed on the DMHC web site] - $487,500.00. This was written in 2007 - the talley is considerably higher now. It is also outrageous. If these companies were to conduct themselves honestly, there would not be half the problems that have been revealed. The Kaiser Foundation Rehabilitation Center in Vallejo has been fined $25,000 after staff members last year left a sponge inside a surgical patient. During that time Kaiser treated her for arm and neck pain and filled her prescriptions through its pharmacies. Thus, it was on notice of her arm and neck condition at the time she applied for individual coverage. Nevertheless, Kaiser rescinded the member’s coverage because she did not disclose her neck and arm pain even though the enrollee reasonably believed Kaiser was aware of the condition. The member also had a congenital kidney disease and contacted the Department at a time when she was uninsured and believed she would need emergency care for the kidney condition. CNA received written notice from the DHS that they had issued another Statement of Deficiencies (SOD) against Kaiser-Sacramento (Morse Ave.) facility for their improper use of unlicensed surgical technicians. Kaiser was using the unlicensed technicians as first assistants during orthopedic procedures. Nurses reported numerous eye-witness accounts of unlicensed technicians suturing, cutting tissue, using a bovie on vessels, and drilling pins and screws. Department of Health Services for allowing a technician to perform
medical
procedures during orthopedic operations.The Santa Rosa hospital is the third Kaiser facility to be cited by the state for using an unlicensed assistant during operations. Kaiser hospitals in Sacramento and in San Jose were also cited by the agency, which licenses and regulates the state's hospitals. The
investigation of Kaiser in Santa Rosa, conducted in June and completed
Aug. 7, revealed that the hospital's four orthopedic surgeons were
using
an orthopedic assistant, who is a technician, to perform such
